Frida Escobedo’s New Complex for Qatar
The newly unveiled headquarters design for the Qatar Ministry of Foreign Affairs, conceived by Frida Escobedo, establishes a striking landmark along Doha’s Corniche. Occupying a 70,000-square-meter site on Doha Bay, the development seamlessly integrates new structures with the adaptive reuse of the 1985 General Post Office—a well-known modernist building recognized for its distinctive concrete ‘pigeonholes.’
This project provides the Ministry with a stronger civic identity and introduces public spaces and programming to the site. The coastal area north of the Amiri Diwan has seen minimal development in recent decades, allowing the new headquarters to play a pivotal role in redefining the city’s waterfront.

Adaptive Reuse Anchors the Design to Local Heritage
The project, led by Frida Escobedo’s team, is framed by Qatar’s leadership as part of a broader initiative to enhance the nation’s diplomatic mission.
At the heart of the complex, adaptive reuse ties the new development to local heritage. The General Post Office is set to become a venue for public cultural activities related to the Ministry, featuring restored interiors and shaded gardens that open onto the bay. Sheikha Al Mayassa bint Hamad bin Khalifa Al-Thani highlighted that Escobedo’s design “furthers our commitment to heritage preservation through sustainability and adaptive reuse.”
Escobedo’s proposal emerged as the winning entry from a global competition that began with forty teams and narrowed to a shortlist of seven. Collaborating with Buro Happold and Studio Zewde, the design reflects Qatar’s ongoing investment in cultural and architectural infrastructure.

A Sequence of Terraced Volumes
The new headquarters is arranged around a series of courtyards designed to moderate the coastal climate and create distinct spatial relationships among the Ministry’s various functions. Terraced structures gradually ascend to maintain clear views of the post office, while the façade’s vertical pillars provide a balance of shade, privacy, and openness.
Studio Zewde’s landscape design complements this rhythm, incorporating patios, planted walkways, and covered gardens that establish tranquil areas across the site. These green spaces guide movement and interaction by blending light, texture, and plant life. A new exhibition hall inside the post office will open onto a sheltered garden, reinforcing the identity of the complex as both a cultural and civic destination.
